Outline Proposal And Blueprint

Grimsby Town Area

  • Closure of Hereford, Whitgift, Western and Wintringham
  • New schools on the sites of Hereford, Whitgift and Wintringham
  • Havelock school remodelled and modernised
  • The four schools (each with 950 students) to form a Grimsby Town federation
  • St Mary’s Catholic School to be refurbished

Cleethorpes Town Area

  • Matthew Humberstone CE to be rebuilt as a new school on the current upper school site
  • Lindsey to be remodelled and modernised as a single-site school on the current upper school site

  • New school at Immingham
  • Remodelling and modernisation at Healing, Humberston and Tollbar
The Reprovisioning Programme (2)

The programme is based on the three geographical areas outlined below and will consist, as appropriate, of a building programme comprising new build, major refurbishment and/or minor refurbishment within the financial guidelines indicated by the Department for Education and Skills.

Notes on the Grimsby Town Federation

School Federations have a legal status defined in the Education Act (2002). They may take different forms.

The Grimsby Town Learning Federation (GTLF) will comprise four 21st century distinctive centres each with their own headteachers and governing body.

Each governing body will elect an equal number of members to sit on a supra-governing body who will be given powers agreed in common across the ‘schools’ governing bodies.

The ambition of this federation supra-level governing body will be to secure the highest levels of student achievement across the four schools. They will be accountable for setting and delivering challenging student performance targets at federation level.

Other aspects of work they may take responsibility for include:

  • staff development
  • recruitment and retention of staff
  • relationships with primary schools
  • aspects of common time-tabling and curriculum planning
  • shared staff deployment
  • quality assurance
  • procurement of goods and services
  • monitoring and advising on admissions
  • lobbying on matters of common interest
  • strategic planning
  • community relationships, use of resources
  • full-service provisions

A federation management group will include the headteachers of each of the four constituent learning centres.
